It's pretty much the exact same thing.
-Faceless evil in control (Zermus, Yu Yevon, Ultimecia)
-Close personal relationship with the hero (brother, father, lifelong rival)
-the faceless evil itself has no real connection to the heroes

It just seems like a no-brainer.

I believe that the reason why Seifer was not included is because he would be too similar to Squall's fighting style. You see, in Dissidia, most of Squall's fighting stances are of him holding the gunblade with one hand in a similar fashion to how Seifer used to back in FFVIII. So, the only difference between Squall and Seifer would have been a few Braver attacks and their Ex Finisher.

But aye, Square Enix should reconsider their storyline. The nameless villain who suddenly appears out of nowhere with an inexplicable reason of existence is....quite lame.....sorta like the "Deus ex Machina" effect.

Although, in FFX we do know about Yevon, and how he became a summoner who created Sin and all that....what we didn't knew was that he was still kinda of alive.

Jecht was added because Yu Yevon (boss) had no defined shape (SE were too lame to come up with a Bad Ass boss who could match Jecht's badass-ness).

I did wanted to see Seifer...>.>

And Gilgamesh as a bonus playable character :D *not as a lame summon*

There are several reasons for Jecht:

1: Tidus'es Rivalry with his father is one of the main focal points of FFX and thus the Rivalry could be continued in Dissidia.

2: For many Jecht and Braskas Final Aeon (Sin-Jecht) were regarded as the main boss of the game, just because of how much of a joke Yu-Yevon was.

3: Jecht already had a well established character they could work with, Yu-Yevon was more a faceless puppeteer.

4: Jechts fighting style and personality were more suited to Dissidia than Seymour (who would have been similar to the Emperor in looks and Terra in spells) and Yu-Yevon (Cloud of Darkness had already been chosen as the faceless villainess to be granted an appearance)

Reasons why Seifer did not make it:

1: The previously mentioned statement of fighting style similarities and personality, SE were looking for each individual to be unique.

2: Ultimecia/Edea was indeed a well established Villainess unlike Yu-Yevon and Zeromus who merely made brief appearances and were only learned about last minute (within the last few hours) in there respective games

3: They needed a "Time mage" type caster since each of the caster types have a mage class at there core (Kefka = Red mage, Terra = White mage, Kuja = Black Mage, Bartz = Blue mage, Emperor = Green Mage, Shantotto = Sorceress, Golbez = Summoner, etc based off there main magi type spells)

4: Ultimecia plays a rather large role in the storyline as one of the major antagonists alongside the emperor, there were plenty that would just be followers and Ultimecia slotted in nicely as a manipulator.

I definatley agree that Gilgamesh should have been a secret unlockable at least (reward for beating inner chaos for instance) afterall this game is well suited to Gilgamesh in every way, shape and form.

ultimecia has a much deeper connection to squall than seifer, although its a bit complicated. Without Ultimecia, squall would not have been who he is

all this other stuff about fighting styles and such only comes second to this fact.
