Why didn't we use...?

Hey.
I was just wondering, why couldn't Cloud use the Phoenix Down in order to resurrect Aerith and Zack?
I was just thinking about her death, and then suddenly this idea came to my mind.

Phoenix's downs only work when you are KO'd not when you are dead.
