Not really sure on this one, trying to think of the most basic, not too complex party member in Final Fantasy VII... 
I'm going to say Vincent (not including his in-battle transformations as part of his animations. <.<), he never had a very deep storyline in my opinion, so they didn't need to bother too much with many various movements outside of battle, and he is, after all, the only optional character, you don't ever even need to have him in as a party member, but who wouldn't want that gunslinger on your side?
They focused more on him in Dirge of Cerberus. Well, I guess...though I never really got into what little "story" there was supposed to be to that game. :/
Anyway, vote and discuss.
