so i JUST got to Disc 3, and i wanted to finish up some side quests. i go to my sub, go under, and head to the underwater reactor just outside Junon Harbor. it won't let me get in. is the location locked for the rest of the game or is my game just glitching?

Yep you got to go through Junon to get there. I remember a long time ago I tried to get back the same way you did. Then when I went through Junon I couldn't get past a dog and was curious. I think that if you miss getting a sub the first time around the dog won't be there. Doing this however will not allow you to get the red huge materia though. There are two types of Submarines in the game though.

You can always go to the "downed" plane but I don't think the reactor is available because I think you have to morph a ghost ship during that part of the game.
