Ultima Weapon

I've just spent the last 30mins getting the components for Ultima Weapon, 'cause apparently its really good.
It does have the same ATK bonus as a top-end exclusive weapon, +68.
Its special little thing it has it, "More powerful when HP is full". I did the exact same damage I would have done with my actual lvl100 exclusive weapon. I tested it with some of my HP taken away, and it did 3 damage less. What's the point of a weapon that does less damage if you've taken HP damage?
Its effectively just Cloud's Ultima Weapon from FFVII, without being as good.

im also not quite sure whats the sense behind it but it is a quite good weapon if you dont have your lvl 100 exclusive weapon yet.
personaly i think its kinda crapy. i cant think of any build in witch it would fit.

Yeah, it is alright to have if you don't have the character's lvl100 Weapon.
I was telling ma brother about it, and weapons like Excalipoor, and he said its probably just as a reference for other Final Fantasy's.
