Townsperson that makes Elixir?

Sorry if this has been a topic before, the search came up rather insufficient for me. Am I mistaken in my journeys, or is there a place where a townsperson mentioned making their own elixir? Is there such a place because I feel like I remember taking to someone who said that but I can't remember where at. Thanks...

i'm not sure but it seems like a fable to me unless you have to beat the game first and then a village comes up but i don't think that would happen. i have never found that village then and i've been everywhere where sight and gnomish bread shows
