I thought Shinra were a weapons company before they were a power company. And then they learnt about the profits from Mako and focused on that. Might be muddled up.
Its strange because in the origianl game they start as like the main "evil" and are only shown in a bad light on the whole. Except when your talking to the employee NPC's who are only trying to make a living.
Apart from Reeve who is shown hesitant to the plans all the big wigs pretty much dont give a shit what happens aslong as they get money.
But in Crisis Core, the Shinra are shown under a different light through the first half of the game.
It seems that as its such a HUGE company based on greed and secrets. That alot of people who are part of them are ignorant to what they really are. With DoC and CC its made the Shinra seem ALOT bigger than you assume in the orignal game.
It's strange way to put it but I think its alot like the Nazi party, lots of experiment, inhuman acts, greed etc
