I'd say he is fairly intelligent.
He's certainly not a dumbass. He knows what he is doing. He's got quite a sharp mind and is good at gambling etc.
He might have been tricked a couple of times in the game, for instance
, but he seems to have a very sharp mind and you could put his errors down to the grief he felt over Daryl. Following that incident in his past he had grown infatuated with Maria and you could say he became a little bit clumsy over that.
Other than that, I don't know what to say. I think he is fairly intelligent, especially compared to the majority of the other playable characters in the party.
