They reminded me of Kefka Wow, there is a resemeblance. Not only looks, but kinda their personality to!

I can see the resemblance to the Dissidia look of Kefka and Ryuk. I guess Dissidia Kefka looks a lot like a mix between the Joker and Ryuk. 
As for FF6 Kefka and PS1 remake FMV Kefka, they lack lipstick as big as that and those versions of Kefka don't look so much like Ryuk.
