Help Problem with card rule in galbadia + Trabia

I just can't make it. I've lost the open rule but since I have the queen of card in dollet I've spent the 30k in order to get the rule again but I just can't make it spread anywhere else. If I go to timber and challenge the guard he don't ask me to mix rule and just play "same" + "one" rules. If I go straight to galbadia and challenge the lvl6 card student she do the same thing so when I next go play with the tarabia student he just spread the rule "same" trough the region.

plz help me it snow a week that I am stuck on that part and I must beat that game befoure I can try FF9 for the first time of my life

The Open rule may be more trouble than it's worth in Trabia. It's not that essential there since there's only one rare card you can get (Selphie).

As for Galbadia... if it doesn't have the Open rule and Dollet does, play a game in Dollet and bring your rules over to Galbadia. They should ask to mix them. If they don't, that's odd. Try spreading it somewhere else like Balamb (if you lost that rule there somehow). Then try bringing it over to Galbadia again. If it still doesn't work, try going somewhere like Fisherman's Horizon and spreading Open over there, then bring Open+Elemental back with you to Galbadia. Save, play a game with someone and see if the Open rule spreads throughout Galbadia. It should, since Open is most likely to spread. It's like herpes.

Shy of that, you could try getting the Queen to go to Galbadia and then just buying the Open rule there, but that requires you to lose a card and it costs like... 30,000gil is it? It's not worth the fuss.
