That is the Fayth representation of Bahamut. In Final Fantasy X the Aeons (summons) are created when humans sacrifice themselves and are sealed within a Fayth. Their souls essentially generate the summoned creature via dreams.

The Fayth seals are effectively statues which combine their human forms with elements of the summoned being (Bahamut's wing in this case).

In short, this is Bahamut's Fayth.
