Help Need Help With gambits

I bet I'm not the first person to ask but I can't find any info on this and I'm probably an idiot but oh well.

How do you get to turn on a gambit to set it? All of my characters have every gambit slot, but only one or two of them will turn on.

If you're in the Gambit setup screen, you can just hit X twice to turn it off or on. If you're on the battle/travel screen, I want to say it's the circle button that will toggle Gambits on or off. But if you see the lit-up 'G' near the name, it's on.
 
Are there actually gambitsw assigned to the slots you're trying to turn on...?
 
There's also kind of a 'master switch' on each character screen to turn the use of Gambits on, if I remember correctly. Towards the top. So make sure that's set to 'on.'
