Help Mayor's Puzzle Doesn't Fucking Work

Alright, so I'm replaying FFVII and I got to the part where I have to guess the Mayor's password. It's my understanding that the puzzle to figure out said password goes like this:

There are four libraries, each with a specific topic. You are to find the book that doesn't belong, use the number beside it, and count that many letters inward to find a letter of the puzzle.

So I walked into a room about Urban Development. I decided out of these options: "An Illustrated Guide to City Planning", "Midgar City Map: Sectors 0 - 4", and "New Plans for Urban Planning", that "Midgar City Map: Sectors 0-4" had to be the book that didn't belong, considering the other books specificially state in their title that they're about Urban Planning/Development. The number next to the book is 4. Therefore the letter is "G".

Now, after going through them all as best as I could, I got the letters "OGIB". Nothing can be re-arranged in that to fit any of the password choices. I figure I probably made a mistake somewhere and just guessed "ORBS"; wrong. The right answer turned out to be "BOMB". What the fuck?

So I went back and double-checked my shit and I found that after checking the Urban Development Library, NONE of the possibilities give me a B, O, or M. The letters I got were G, I, and S. I triple-checked.

Now unless I'm doing this wrong, this puzzle is bullshit. Generally this just pissed me off because I wanted an Elemental Materia. But what the fuck, seriously. Am I doing it wrong, or what?

the same thing happened to me on all 3 versions of the game i played,the rom version for the psp,the psn verson,and the original,but it was funny,because it didnt happen on the famicom knockoff,so,i thought it was wierd,after looking it up on google,the one that didnt belong was the book on city planning,because the theme of the library is urban developement,the reason being is that while the game was in the developement,there were several slipups made,another well known slipup is when they when aeris is showing cloud around sector 7 slums,she looks into a house and says "this guy are sick"so its not you,just the game,and can someone please unban me from the shoutbox,its been a month now
 
I think it's actually that you're not looking hard enough for the books. there's normally two right next to each other. Cos I did the exact same thing, so then went back to try and figure it out, and eventually I got the the answer the mayor gave.

You've just got to be careful, and double check eveything I think. well at least on the PSone game anyway, I've no idea about the emulated versions.

This method makes your life a lot easier. Walk to the upper right room, also
known as the 'Space Dev. Research Library', which has a blue floor and green
shelves. Check the file on the LEFT of the MIDDLE shelf and consult the table
below for the password.

That's the method I used when I passed that part recently, and it worked. It might be cheap, but it's quick and efficient. xD

i usually just check the two libraries nearest and am able to gues the password on it but i have done all 4 and come up with smilar problems but i just replayed and the plan suggested by fred up there works like a charm
 
Wait, this might be what I'm doing wrong. Are there 6 books in each room, or 3?

6 books in each room, 2 on each shelf. xD

I didn't get the puzzle either, and it's really annoying to figure out, so I just used the method I posted above. It's the quickest and easiest way to do it, tbh, and I can vouch that it works. Since the other day I was trying to do this very same puzzle, and lost my temper with it, so I googled it, and found that method. xD Simples.
 
Honestly, I never had much trouble with this. There are 6 books per room, and while some rooms it may be difficult to ascertain which book does not belong, there are 4 rooms and the majority should be easily dealt with. I think your problem stemmed from thinking there were only three books in there. Fred's idea probably works. I say probably only because I haven't tried it myself, not as a sleight against Fred; but it's cheap. If you're looking to actually experience the game fully and figure it out on your own, then that method is probably not the one you should use, though I daresay it would definitely be easier.

Still, doesn't get much easier than running around to the different sections of the library. They're close, you don't fight battles inside the sections, and it's fairly simple to tell which book does not belong in the section. Even simpler then to count inward into the letters of the title using the number given to you before the title. If you accurately guess which books doesn't belong in 3 out of the 4 or even 2 out of the 4, you can still piece together the Mayor's password.
 
I have never done anything other than guess "Best" every play and I've never failed to get it first try :P
