OK for example

Tifas on LL 2-1 can I kill the certain amount of enemies and skip to 3-1 without obtaining 2-2?

Nope, you have to acquire both level 2 limit breaks before you can get the level 3 limit breaks.

I'm unsure about that!

One of the limits at each level is down to how many enemies you kill, the other is for how many of the previous limit you have used I think.

Pure example, not accurate amounts. Clouds 2-1 use 1-2 limit 20 times, 2-2 kill 200 enemies.

You can move onto to level 3 if it appears without learning level 2-2, (not sure if it works like that for every character though, Ive never had tifa not learn 2-2 before 3, but its happened with Cloud) But if you skip a limit, you wont be able to learn your level 4 limit as you have to have all your limits learned. As again, this happened to me with Cloud,a nd I had to go back and learn what Id previously skipped
