Does Ifrit have to be level 10 before he learns Ammo refine?? or do i have to learn everything first and then he starts learning ammo refine?? I'm currently doing a no level up challenge... so if he does have to be at level 10 to refine ammo, what is another way of getting pulse ammo?

Actually, that a very good question. Yes, Ifrit does have to be at or above level 10 for the Ammo-RF ability to appear.
Unfortunately, there's only 3 ways that I'm aware of to get Pulse Ammo and thats from using the Ammo-RF ability to refine either an Energy Crystal, a Laser Cannon or a Power Generator.

Do you play Triple Triad in your game? You can play 2 people in Balamb as soon as you have to go to Timber which they will eventually use Elnoyle cards and refine them into energy crystals. I am currently getting Lion Heart on the first disc and it did take a couple of hours (you need 10 cards) but it was worth it. 1 of them is sitting down at the docks and the other is Zell's mum.
Also, if you are of a low level (Below 20) then I would recommend fighting Grendel's just outside Galbadia Garden in the forest as they will drop Dragon Fangs.
