In order to get him, you must first have found all of the destruction spears in each of the temples, including the one in Zanarkand. If you haven't gotten the one in Bevelle don't worry about it because it's not mandatory and you can't go back anyway. Also, make sure you've watched the scene with Master Mika on the Highbridge in Bevelle where he fades away.
Once you've done that, go up to Cid on the airship and type in the coordinates
X: number between 11 and 16
Y: number between 57 and 63
Z: doesn't matter what number
The location for Baaj Temple will pop up. Just be prepared to fight the boss Geosgaeno, but he's pretty easy. Once you beat him, you should be home free my friend

On the contrary, Bevelle's Destruction Sphere is mandatory: its required to leave the Cloister Of Trials. And you have to open the 'Destruction Sphere Chests', not just insert the Sphere.
