Um, so I believe you're in the very early beginning of creating the flower wagon? If I remember correctly, when the child was looking for wood, you have to look for some items that you can find as well. The game will continue once you find what you're looking for. Are you in front of the church where there's wood piles all over the place...?

i'm not really sure which part you are up to, so i'm just gonna list all the steps. highlight the blacked out bit below to see.
1. look around on the ground near the church to find tools
2. go to the slum market and examine the wood pile near the accessory store and then talk to the carpenter to get wood
3. go to loveless avenue and talk to the guy in front of the car there to get tires
4. go back to the area outside the church and look around the floor again to find a helmet with the instructions in it.
