Final Battle (POSSIBLE SPOILERS)

The three forms before Kefka were more powerful versions of Goddess, Doom and Polrgeist that you fought climbing the tower. These are the power inside the three statues that Kefka used to kill Gestahl on the Floating Continent.
 
I think Kefka made it of his own ower and magic but used powers of all other animals and their layouts
