Help FFXIII: No Ugallu (Massif Mission) at Yaschas Massif – Tsubaddran Highlands

I'm at Tsubaddran Highlands and Ugallu is nowhere to be found. I see the Mission 3 listed on the map but no red cross anywhere on the map. What's going on?

are you sure? Check carefully again. Have you initiated another mission?

I also see Mission 4 on the list. I didn't accept it, though. Can this be the reason why I don't see Ugallu?

the rule in XIII is once you accept another mission, the previous mission gets cancelled. If you don't mind backtracking, go back to mission 3's cieth stone and re-accept the mission. Probably it will work. But it's still weird since you haven't accepted mission 4.

I reloaded a save file and reaccepted Mission 3. Ugallu was easy to beat.
