K, so Ive touched the stones, followed the floating cactus efffort and pressed square next to the tower - treasure chest has appeared

Because you don't have the Celestial Mirror. (If you do... that's just freaking weird and I have no clue. I do remember it being a bit hard to get close enough to to open it, but not that much.)
