I assume you are talking about Squall...? If not please be more specific, and you can't change Seifers
You change your gunblades by getting the weapons monthly magazines, visiting a junk shop and upgrading your weapon providing you have the correct items and gil

Theres a place to upgrade them in many towns, like Galbadia, using items aquired from monsters

Just keep acquiring items and looking online at lists to see what you need in order to upgrade his gun. When you go to a shop, it should tell you that you have enough items to upgrade that weapon? correct me if im wrong, it's been like 7 years since i've played FFVIII. but yea, you have to collect different items to upgrade your weapon, and that goes for everyone, not just squall.
