Most of the cities in FFVIII are pretty cool.
My top three favorite are Balamb Garden, Esthar, and Deling City.

Balamb Garden has to be the best university to go to school and dorm at. Esthar's advanced technology is fascinating. Deling City is always busy and seems like a great place to shop around, drink at bars, dance at clubs, etc.

I agree with Sorceress Edea. Heaven/Hell, not only are themonsters tough, but they're aer hidden draw points of like, triple, aura, tornado, and many other good spells, ULTIMA!!!

I chose the Islands Closest to Hell/Heaven, Hell being number one. After, it would be a tie between Esthar and Deep Sea Research Center.
