Fafnir Help

I need help getting Fafnir to show up. I know that he appears in the western part of Silverflow's End in the Paramina Rift only when it's snowing very heavily. I enter and re-enter but to no avail. It is either sunny or lightly snowing. I once spent 40 minutes entering and leaving but no snow. I must be doing something wrong with either my party or my gambits, or SOMETHING! Any help, hints, or advice would be greatly appreciated.

You cannot enter the frozen brook area otherwise the weather changes. Instead use this route: Head west from freezing gorge to head of the silverflow, then go south to icebound flow, take the south-east exit to karydine glacier, then take the south-west exit to where fafnir is.
