I'm waiting to create a mod of final fantasy six, in fact, a whole new game. I'm going to have all new enemies. Last thing is original enemies. Does anyone have any idea where I can create some contest where people can submit said units? I have tried deviantart but I need watchers. Any other suggestions?

If you plan on making a game for Final Fantasy 6 I would advise away from MODs. Why? Because you would still have to follow the template of the old game, which means any fangame created off of a MOD of the source would have to follow the story of the old. You could edit text, sprites, music, espers, magic, weapons and shields, but you would have to follow the same guideline as the actual game.
And if you are planning on creating a whole new FF6 game, may I suggest engines of ease to use? You can use Game Maker, RPG Tool Kit, RPG Game Maker XP (or VX, but the mapping system is extremely limited) or even the SDK created by a man named Dargar.
But to answer the thread (sorry xD), I would suggest spriting communities. Or gaming communities. You probably won't get any takers as not a lot of people like to offer their time for free, so if you really want it, you can pay them for their time and you'll get a lot more replies.
