Help Drawing Higher Level Magic

How embarrassing, two help threads in a row. But I searched through the 6 pages of topics we have, and could only find a topic similar to this, but not answering my question.

I want to draw high level spells like Firaga, Blizzaga etc. In the guide I was following, it mentioned to draw them from the Bombs, Buels and Red Bats in the Fire Cavern. But when I went there, they still only let me draw Tier 1 spells, like Fire and Blizzard. Squall is level 31, so shouldn't the monsters have leveled up with him?

If needed, my party's levels are: (The ones bolded are my main 3)

Irvine Lv 26
Zell Lv 17
Quistis Lv 13
Selphie Lv 12

Extra: In the guide I followed, the guy's levels were all under 30 .
Story-line wise, I just finished Trabia Garden.

The area around Trabia has Glacial Eyes which yield Blizzaga and Curaga. Additionally, high level Gaylas yield the Meltdown spell, very useful and junctions to vitality well. The forests on that continents also carry Bite Bugs so Firaga can be gained there. Thundaga and Curaga can also be gained from Caterchipillar in the Balamb Island forests. If you're feeling lucky, go down to the training center and fight a T-rexaur; they hold both Thundaga and Firaga and at higher levels, Quake as well.

C-C-Card Mod to the rescue. If your following the official guide there should be details on this. Maybe the average level of your battle party needs to be over level 30? In the guide I'm looking at most powerful spells aren't unlocked to be drawn until 30 and up so that guide must be wrong o.o I'd suggest getting everyone over level 30 ^^

He can also refine magic from items. Dino Bones result in 20 quake apiece. Windmills each give 20 Tornado (good for health). There's a number of other ones but they're a bit harder to come by at your level.

And I don't know about average party level. It may be based on chance. I know I've fought a level 15 anacondaur at the same time I fought a level 23 one.
