Yea, Wakka and Lulu are the main damage dealers. They have to be moderately leveled in order to do well here, I think. My Wakka was always strong so I never had too much trouble. The other two things I think you really need to remember are that:
1. It's good to go into the fight with everyone prepped with Overdrives
2. Make sure to save overdrives earned during the battle until the boss reaches quarter health because that's when he's really hard
I believe this boss can be blinded, although I'm not sure. If he can, make sure Lulu casts it on him and/or Wakka has his blind ball with him. I think I remember it helping quite a bit.
Evrae.. Okay, first initiate my Golden Rule: Everyone's Overdrive Gauge filled up. Check? Next, equip all anti-stone armours. Done? Sweet. Place Tidus (or Rikku), Wakka and Auron as your starters.
In battle, have Tidus tell Cid to steer away* (Tidus should have first turn). Wakka Overdrive, third character Overdrive. Hopefully Evrae won't Stone you yet. If Tidus has another turn, Hastega. Attack with Evrae will Haste himself so make damn sure you speed up your characters. Cid will move away. Switch out hard hitter with Lulu. Haste Lulu when Tidus has a turn, and have Lulu Overdrive (-aga spells would be great). Wakka attack, Cid rocket, Lulu spell his ass. Evrae's attack from a distance is measly and mostly un-dangerous. If needed (Stoned or Poisoned characters), switch anyone for Rikku and use Al Bhed Potion. Switch back and remember Hastega. Oh yeah, and Cheer from Tidus is helpful during his turns. Once Evrae uses Swooping Scythe, have Tidus Overdrive, and switch in everyone with full Overdrive to pummel Evrae's sorry ass. Mix up Hyper-Mighty G or something though. If anyone's Stoned and/or Poisoned, Al Bhed Potion. If anyone's dead, Phoenix Down and Haste. Those are your main Gambits for this game (Sorry, currently playing XII). Don't bother swerving away, Evrae will just Swooping Scythe constantly.
*Look at the CTB bar. If Cid comes before Tidus' 2nd turn, use the Command on Tidus' first turn, if Tidus can have 2 turns before Cid, the order of Command and Hastega doesn't matter. Then again maybe it's all wrong, it's been a while since I played.
