Crisis Core Corruption in the shin-ra infantry.

Did you notice that Tseng asked for Zack to be kept alive but despite this when Zack is weakened and on the ground the Shin-ra soldier shoots him in the head to finish him off. It strikes me that there may be some corruption in the Shin-ra troops. Or maybe they had no idea of Tsengs orders.
 
Shinra is corrupt on many levels, and in some some it is just plain evil.

I wouldn't be surprised if they had recieved that final order from elsewhere, and not actually from Tseng himself.
Perhaps Heidegger gave that order, as Tseng is below him in command. Heidegger commands all military and police forces within Shinra, including the Turks which are a special branch of these. So while Tseng was in charge of the Turks, Heidegger pretty much has control over the troops.

I know he doesn't feature in Crisis Core, but I'm assuming he still exists and since the event with Zack being shot happened in the original game as well, it could be that he gave the order.


EDIT - That's another thing. The Turks won't really have proper authority over all the Shinra troops. Sure they can say "stand down" etc if they are helping them on a mission, but I don't imagine that the Shinra troops wait for their orders as they are a different branch under their own management. They ultimately get their orders from someone else.

Heiddiger although isn't featured is mentioned however in the FMW Tseng gives the order. Maybe Heiddiger overruled it?
 
The Turks' orders were to find Zack alive, while the ShinRa army's orders were to kill Zack. Tseng didn't ask the Shinra army to keep Zack alive - he only asked the Turks to find Zack before the Shinra army finds him. Unfortunately, it didn't come out as Tseng planned, and the army found him first. And killed him.
