When you first enter serendipity one of the people working there says "some things are still underconstruction- hopefully you will come back when they are done."

Do more/newer things open up to do as you progress in the game?

Nope. The only things in serendipity are chocobo racing, slots and that fragment skills woman. But I heard there will be future DLCs such as a card game.

So that NPC is telling the truth, just that we may have to wait and pay for those things.
