BOSS SEIFER...

Seifer is possibly the most disappointing 'rival' boss in gaming history. I'm betting you haven't acquired junction abilities, or you don't have good magic. Regardless, if you can't beat Seifer....you have no hope of beating the next boss....
It would be nice if you could post your current level and stats, along with your spells/abilities. Anyway, spend some time in Lunatic Pandora, drawing magic from enemies. Junction you best to STR, then to the rest. I'm not sure if its too late to return to the Ragnarok; if you can, travel to the Island Closest To Hell, and activate Siren's Move/Find ability. Draw all the magic on that island, and train your characters if need be.
If you're unsure on where the island is, search google. There's a plethora of guides on the intenet which contain information to defeat every boss...and more.

One important fact: You can draw Aura from Seifer. If you're not familiar with Aura, it allows you to use Limit Breaks when your health isn't critical. As you would imagine, this spell is absolutely essential to have in stock. Draw as much as you dare from Seifer, and use it on Squall. Repeated Renzozukens (hopefully you've got Lionheart as well) will make this battle short work indeed.
