I know that 1 or 2 Bangaa Pirates appear in the Mauleia Strand in the Phon Coast, but I don't know how to get them to appear.

Anywhere else I can find them, and how I can make them appear?

In Cerobe Steppe the northwestern most area, near the zone to either tchita uplands or phon coast (i forgot which), I see 3 Bangaa Pirates/Thieves? up most of the time I pass by there.
