If you haven't checked the world map already, do so now. I hope this drives at least a few people insane. Basically, the "evil cat" quest in this area boils down to a few things-

-Buy a Wacko Potion, but don't use it.
-Buy the Dog Laser for both you and your pet. Equip it on both.
-Talk to the Wacko Leader and join the Wackos.
-Talk to Evil Cat and defeat him in battle, using the Dog Laser to neutralize his insane defense and them pounding him with physical attacks.
-Talk to Evil Cat again to fight Uber Evil Cat, using the same strategy, except for a much longer and much tougher battle. Physical attacks, not spells, are key here!
-Talk to Evil Cat a final time. You win.

You can also train against Scribble's Bat by talking to Wacko Scribble. Yes, it is using Char Percentage, but it's only for one day, so I really doubt it will hurt anything.

Since I take actions first and ask questions later, and I bought the potion without even looking at it
