Not 100% sure when it comes out, but I do know it'll be available on blue-ray

I do know you can buy it here and as far as I know it comes with an english voice over. If I were you I would wait though, since the Japanese are getting a special edition ps3 and a demo of FFXIII so we might get a similar deal.
