Buff the crap out of your people with Hope and attack attack attack until you need to heal. Use a healing paradigm that has at least one person attacking. You'll probably never stagger him, but you can beat him down.
Best spot is back in Taejin's tower on the floor with the Pulsework Soldier robot guys. They drop a lot of CP and you can pre emp strike them a lot, kill them, turn around and they'll all respawn. If that's too far for you, you can level up in the soothing sounds of Oerba village.
For the 3TP they cost, they are only useful
1. When you're 1HP away from death
2. To stall
3. If someone is staggered and you're beating them down

Have someone debuff while the rest of you build the stagger meter. When he's staggered, DO NOT HEAL. Pound away. Once stagger is over switch to a paradigm with 2 meds and 1 sen or 2 meds and 1 buffer. Repeat. This, IMO, is a warmup before your next battle with a major person whom the reason...
I can't remember if you can get a pre-emp strike with Deceptisol on this guy, but I remember getting 5 stars when I used Quake and had everybody attack him with lighting. Don't use water attacks, but I'd debuff him with imperil then go to tri disaster for lightning if a Deceptisol is not an option.
This isn't the only mission where luck will be a massive factor, so I'd say suck it up and keep trying. BTW Fortisol/AutoHaste will make a massive difference in how many times you'll be able to cast death.
I personally grinded the crap out of my characters before getting to Oerba because everyone told me how much Barthandelus II sucked. Where you level up your characters is up to you, but do it.

I agree with everyone else. You don't need to (per se) level up your weapons, but if you feel compelled to, wait until chapter 12 or 13.
