There actually aren't many roleplays that aren't game centered to be honest. I've only seen 3 in all my years of roleplaying on this site. Take for example Scattered Shadows, pretty much pure story with high freedom.

I gotta say I was extremely disappointed by this anime. The pacing is way off, I feel as though everything that has happened within the first 5 episodes could easily have and better fit into a whole season. Everything is indeed over the top, but that's to be expected, as the makers are the same...
