Seymour is definately one of my favourite villains. I love his story and he's a pretty unique looking character. He was fun to use, even if it was just once and his overdrive is badass. While he was very annoying with his battles, he was very memorable for me and had some cool quotes.
Squall's speech in the garden, Squall reuniting with Rinoa after destroying the seal and the scene on the Ragnarok. Out of all, I'd think it was the Ragnarok scene. Eyes on Me + good scene = tears.
I'd think Ultimecia is one of the very few villains with a decent or an actual backstory to her. The best I like about villains is their STORY. Why the turned out the way they did, what their motives are, where they're from etc. Ultimecia barely has any explanation to those.

I didn't care. I never liked her in the first place and rarely used her. I just sat there and hoped to God it'd end so I could continue on with the game. I don't feel emotional towards a character's death unless I liked that character.
They're really only using the spin-offs just for the cash - not to continue or explain anything. They should stop, it's just making the story even MORE confusing and it's too much to handle by including and making more characters.
They should just end it by remaking FFVII or by stopping all...
Aeris in terms of limit breaks, they were really handy.
Funny how you mention useful, I don't really know. I only used Cloud/Vincent/Cid because they were cool characters and not on their strength or usefulness. I guess I'll have to say Cloud.
