Actually it turns out we're not going to do that, we're just going pay for the domain, server and vBulletin software together. This could take a few months (even up to a year and a half) for us to get everything just right.

Well that's the thing though. Most people wouldn't go through with it, only those who truly cared. So some random troll or a kid who doesn't understand how a government works wouldn't be able to spam, troll or otherwise ruin the forum for everyone else.
