The whole of Archylte Steppe area is based around the Cactuar. There's a rock like that, blatantly obvious, in the Grave Ridge area. It's a good observation, but it's not surprising considering the early side-quests there require you to activate the Cactuar Statues. XD And I've almost platinum'd...
