It seems pretty logical to me. Neither character is in a place that you'd easily find unless you did side-quests/explored, especially in Yuffie's case. Why pay SE's AMV team extra to create two additional endings that may not even happen if you can just use one generic one? Adding two characters...
tl;dr... Yes, this is completely normal. If you look at some of the enemy's hp later on in the game, it's over a million. 30k damage will be nothing at that point! Except at that point, you'll probably have genji gloves and you'll be breaking 100k damage easily. :D

If you add experience requirements to this, it'll be perfect. Something like "experience required from Level 1 to *". I used a spreadsheet to calculate this as I was going for platinum, and it was really not fun. Just a thought. :) Catalysts would also be helpful!
