I think its from south bank village, not 100% sure though. And i have no idea when you can get it sorry.

to get flare go to balfornheim magick shop after you complete pharos at ridorana

to get hastega it is in estersand (south bank village i think)

And its gonna come up so when people want renew, go look in the westersand (where the teleport crystall is). If Hastega isnt in the estersand where Gabranth says (I think he's right but not 100% sure) then you might wanna check Balfonheim also...they have a lot of high end stuff.
