why did they pick the number 255 as the max? its kind of a random number. but yeah its stupid cause my characters have 255 strength and still don't do 9,999 damage with a physical attack

Well dont forget that each enemy as it´s own defense and might be resistant to certain magic, so if you have magic junctioned to your status attack the damage you deliver could be bigger, smaller, null or you can actually heal the enemy with it.

In one of my games, ironically Squall is the weakest, because he reached lvl 100 way too early, so he had the least amount of time to take advantage of the GF stat increase abilities.
