I'm not sure about your 1st question, but I'd have to say Omnislash is better than Octaslash. But, it really depends on who you prefer to play as, Cloud or Sephiroth.
 
omnislash is much easier to use than octaslash, but there are some cases in which octaslash can break through on some hp attacks..just an observation though ^_^
 
i prefer omnislash to octaslash but that could be to do with the fact that i prefer cloud to sephiroth ^^ however octaslash is incredibly quick and can break through hp attacks
 
Omnislash can easily be abused and is a main component of Clouds combos. On some stages he can do it twice in a row =P, plus it does crash hp damage, which is extremely useful
 
Omnislash, :monster: It can be much abused and does excellent HP damage. Octoslash is good in some respects, but Omnislash is better for racking up damage for an easy win against some people.
