What does enfeebler do?

I know what overwork, overheat, destruction's seal, walls of jericho, and skanda's protection do. I'm wondering about enfeebler though. I've seen in alot of forums people suggest enfeebler as a good artifact ability, but I have no idea what it does. If anyone could help me out I'd really appreciate it.

All I do know about it is that you get a negative effect if you equip 3+ pieces, just like with overwork/heat etc... and the hint that the game gives you is "Master of Combat". I figure someone out there has to know what it does seeings as people in other forums actually suggest using it when someone asks about a good setup.
