Tseng and Aerith - Discrepancies?

Why does Tseng kidnap Aerith when we play FFVII? He says that Aerith has "evaded capture" and Elmyra says that "Aerith couldn't get away fast enough this time." Yet, in CC Tseng and the turks know all about Aerith, they could have captured her at anytime. From the way they talk about it, it's as though Aerith has been evading them for years, and they've finally caught her.

So, is this one huge discrepancy, or is there a valid explanation?
 
What bugs me is when he kidnaps her in VII because she had Marlene and couldn't get away fast enough he slaps he in the helicopter, yet CC would lead you to believe that all they were doing was keeping an eye on her, she even gave Tseng those 88 letters that he was saving for Zack, that makes me think they may have even been on friendly terms for her to trust him with those

They could have caught her any time, but not once were there ever mention of them wanting to capture her, unless they backed off a little because she was seeing Zack or something.... :gasp:

In CC it was never stated that she gave those letters to Tseng. Aerith's voice over just said "I don't know where to send them anymore." Perhaps Tseng intercepted them. Also, in FFVII at the start of Temple of the Ancients, there is a little 'moment' between Tseng and Aerith where Tseng is gravely injured and Aerith gets all teary saying "I've known him since we were children, not many people know me that well, maybe only a handful."
I just get the impression that Tseng (who does love Aerith--remember the conversation between Rude and Reno just outside Gongaga in FFVII) has actually been protecting her all these years, but has to put on a show when Shinra are watching so he doesn't lose his job. Hence the kidnapping (under orders) and the slap in the helicopter. The reason he allowed her to evade capture before was they didn't really need her. But when Sephiroth went nuts and started searching in ernest for the Promised Land, Rufus obviously decided he needed her to get the Promised Land first and ordered her capture. Tseng, not being able to prevent it, if he didn't do it, someone else would, had to follow orders.

Just my take on it anyway.
 
the reason why he was only watching her in CC is because thats all he was ordered to do as a turk, and on top of that he knew Zack, and Zack knew that Tseng was watching her. Years later Shinra must have ordered him and the rest of the turks to apprehend the subject, and as Cissnei said, that they had to follow orders
