Okay so basically I'm on disc 4 of FF8 and I can't access any of the cities. I need some items so now i'm screwed and can't get them. SO I wanted to know is there anyway to get into them?

Sorry, but there's no way. All cities are sealed off after Time Compression. 
Unless you've got a save before you entered Lunatic Pandora...there's nothing you can do.

ahhh balls...Squall is level 72. bah this sucks. I don't have a save game before Pandora, so my worst fears have come true. *curse you time compression* thanks tho.

You can call shop if you learn the abilities, i think its either doomtrain or tonberry that have it....
That's true, Tonberry does have Call Shop. I also think that Joker on the Ragnarok is running a Junk Shop, so you can utilize that as well.
Let's be sure too that entering Lunatic Pandora and Time Compression are 2 different events. You can still access everything after you enter Lunatic Pandora and before Time Compression, even at the very beginning of disc 4 I believe (that is unless the party tells you, you have to get Rinoa and can't leave). So if you have a save in Lunatic Pandora, you can simply navigate back to the Ragnarok and leave. But this is a slim time period between the 2, so you probably don't have a save there either.
Some places are still accessable after Time Compression. Deep Sea Research Center and Centra Ruins are a couple. I think Shuumi Villiage is still accessable as well, so you may still be able to get some of your sidequests done (Bahamut, Eden, Tonberry King and Shuumi junk if you care about that). But otherwise you're out of luck on quests like the Queen of Cards and such.
