if it is, can you guys explain to me what she is doing and why is she dressed like that? (yeah, i've never played the ff III till the end, i've only played a littel of the front parts of the game).

Well because she is the guardian of water shrine, maybe she is praying for the sake of the people of lower land that time was stopped.
