NPC Loading Problem

Any time I enter a new building, or am simply walking through a town or city, the NPC's and sometimes players won't load on the screen or even appear on the mini map for literally a full minute or two. Is this an issue with the game, or is it my computer that's at fault?

its both. game and harddisk. i would bet on an SSD its faster, as the zonefiles are getting faster loaded. i had similiar problem in lotro back in time.
