This doesn't really answer the question, but adds another one to do with Kefka's voice:
Do you think Zalera, the Death Seraph from FFXII stole his laugh?
Death Seraph would probably be appropriate since he turns into an angelic being for the final battle.

I can't see the link right now.. but if that's the guy from bonzai anime then I think his voice is perfect. in the scene where he's running from the Ifrit cosplayer. I love it. XD
