I have been in the Shin-Ra Mansion for about an hour now fighting, so that I can learn the ???? enemy skill from Jersey. The only things that have came up are the pumpkin headed guys, the blonde guy swinging on the chain & ying/yang(in the basement). Am I looking for Jersey in the wrong place or is it a specific room in the mansion you must be in?

This actually belongs in the Help section.
But maybe you're there at the wrong time or you have to be in a specific place.
You can also get it from Behemoth in sector 8 in midgar
 
The jersey guys are those ones taht look like scales and they DO appear in the main foyer bit, just be patient - just circle around in there for a short while and they will pop up. They just aren't as common an enemy as the other ones
 
I belive that skill is bugged. To get it don't attack and just wait till they use it. I don't think they use it once they're attacked.

Yeah they can be a pain in the rear sometimes. Anywhere on the ground and second level is where they appear. They do not show up in the basment area. Just fight and kill enemies until you find them. anywhere from 5 to 10 fights should be enough. Also you could just get unlucky and have to search more. They are a random battle but like said they arn't the most common fight. Waiting for them to use it on the right person (with the enemy skill is tough too. I think one time I even had to throw ethers to them so they could continue to cast.

Cheap way to get them to cast on the right person is to kill off the other two party members before the battle.
