No Edea is not Seifer's lover. XD Since Seifer never used the GFs he never lost his memory of the orphanage. So he remembered that Edea was his caretaker and practically his mother. He was just doing what any good son would do by being loyal to her.
Same reason why Irvine wasn't able to shoot her at the end of disk one. It would have been like killing his mother.
