How do I unlock Behemoth King And Yiazmat?

I defeated all of mont blancs other marks, but he wont give me these two guys, what do i have to do to unlock them?

Make sure you go back and talk to the petitioners of each of the Bills and Marks you've defeated. Check the Posted Bill board in the SeaSands places and it will tell you if you still have some that you need to go gather your reward from.
